Regulators challenge the feed

November 6, 2026 · 11:00 p.m. Central / November 7, 6:00 a.m. Brussels

The European Commission says TikTok’s personalized video feed may breach the European Union’s digital rules because repeated recommendations can draw users into potentially harmful “rabbit holes.”

The finding announced Friday is preliminary, not a final ruling. TikTok disputes the assessment, and the company will have an opportunity to respond before a final decision, The Associated Press reported.

The investigation focuses on how the platform assesses and reduces risks from its recommendation system, including potential effects on minors and vulnerable adults, according to the commission.

What a rabbit hole means

TikTok’s For You feed recommends videos based in part on a person’s interactions. Regulators say repeated suggestions of similar material can be particularly concerning when it involves sadness, isolation or body image.

The commission says TikTok did not adequately assess or mitigate those risks. It is an assessment by regulators about the design and safeguards, not proof that every user who sees such material has been harmed.

AP reported that the commission considers existing controls, including a “not interested” button, insufficient. Regulators want changes that give more weight to users’ explicit preferences and make controls easier to reach.

TikTok disputes the findings

TikTok told AP that the preliminary findings mischaracterize its platform and commitment to safety, and said it gives users direct control over their experience.

If the commission ultimately confirms a breach, a fine could reach up to 6% of annual revenue, AP reported. No such penalty has been imposed by this preliminary finding. The company can respond during the proceeding.

The case falls under the EU’s Digital Services Act. It follows other preliminary findings this year addressing TikTok’s design and protections for minors; each part of the investigation has its own scope.

How the review developed

  1. The commission opened formal proceedings examining TikTok under the Digital Services Act.
  2. The commission announced separate preliminary findings concerning addictive design.
  3. Regulators issued preliminary findings relating to minors’ accounts.
  4. The commission published its preliminary assessment of repeated recommendations.
