United Nations Secretary-General António Guterres is urging countries to accelerate climate action as negotiators prepare to meet in Antalya, Türkiye, for the COP31 climate conference.

The talks are scheduled for November 9–20 at the Antalya EXPO Center, according to U.N. climate officials. In an interview with The Associated Press, Guterres called the moment a test of political will and pressed countries to do more to reduce emissions and support vulnerable nations.

From promises to implementation

The conference follows years of negotiations over how countries can reduce the greenhouse gas emissions that drive global warming while funding the transition and helping communities adapt. Nations agreed at COP28 in 2023 to transition away from fossil fuels, but the details and pace remain contested.

After last year's talks in Belém, Brazil's COP30 presidency began developing a roadmap for that transition. The U.N. climate secretariat describes it as a presidency initiative; its existence does not mean countries have agreed on every step or timetable.

What comes next

The conference schedule sets out nearly two weeks of meetings, with governments, observers and other participants gathering in Antalya. U.N. organizers say the broader action agenda will focus on putting existing climate decisions into practice.

An outcome has not yet been negotiated. The key question is whether countries can turn broad commitments into concrete action while navigating disagreements over energy, money and responsibility for climate impacts.
